February 1999 Monthly Assessment for England and Wales issued 1/3/1999

England and Wales
Generally mild. Changeable and windy at times with some snow the second week. Sunny and dry away from the west.
Diary of highlights

The month started dry, mild and mostly cloudy under a high pressure regime, but by the 4th NW winds brought a little rain and some showers to northern areas.

By the 7th sunnier but colder conditions prevailed with widespread frost for the next four nights. Benson (Oxfordshire) fell to -8.2 °C on the 11th. A small depression moved south-east over Devon and Cornwall during the 8th giving a few centimetres of snow by next morning in some places away from the south-west. Showers gave more significant accumulations in Wales and areas adjacent to the North Sea, with 3-8 cm being reported in places on the 9th/10th. The 10th to 13th were mainly dry with good sunny periods especially in the south-east.

Conditions became more unsettled from the 14th to 18th with occasional rain (mainly in the north and west). Temperatures were near normal and the best of any sunshine was in the south-east.

The 19th began very mild in the south with Wittering (Cambridgeshire) reaching 15 °C, but by the 22nd strong NW winds brought colder air back again. The south-east and east again faired best for sun while some occasional rain, sleet and snow affected western areas later on the 23rd. Temperatures recovered during the 25th ushering in milder weather with rain at times and gales in the north-west & west on the 28th.

Rainfall anomalies ranged from 56 % in east and north-east England to 108 % in north-west England and north Wales.

Central England Temperature (the CET series begins in 1659) The mean value for the month was 5.3 °C which is 1.5 °C above the 1961-90 normal of 3.8 °C and is in the well above average category. Others: 1998/7.3, 1997/6.7, 1996/2.5 °C.

England and Wales Rainfall (series begins in 1766) The total for the month was 50.0 mm, which is 77 % of the 1961-90 average and is in the close to average category. Others: 1998/20.4, 1997/101.6, 1993/13.8 mm.

England and Wales Sunshine (series begins in 1961) The total for the month was 79.4 hours, which is 121 % of the 1961-90 average and is in the well above average category. Others: 1998/89.0, 1997/65.4 hours.
